40. External scrutiny of macroeconomic
and fiscal projections is permitted, but limited reflecting
the absence of published assumptions and methodology as well
as institutional capacity constrains outside government.
There is currently little independent review of macroeonomic
and fiscal forecasts, not even at parliamentary level. This
primary reflects the absence of published assumptions and
methodology, but it is also due to capacity constrains of
parliament as well as local research institutes and others.
However, recently parliament and a local NGO have intensified
their monitoring and scrutiny of the government’s economic
and fiscal policies, which should result in more intensive
debate by general public. In 2002 one local NGO published
a “ Citizens Guide to the Budget” in Albanian
and English in hard copies and in the website
